RODNEY COPE Senior Program Manager

Mr. Cope has 25 years of experience in the geospatial field. He currently serves as AGI’s Vice President of Business Development. He is responsible for leading active and future geospatial programs with Federal Government Agencies (including the USACE and USGS) and provides strategic insight to be able to provide services to other agencies. Mr. Cope provides internal guidance, oversight, and strategic direction in the pursuit of large scale Federal and State contracts and, is knowledgeable on current national mapping guidance and policy. His years of knowledge, business development and understanding of the finer details of doing business with the Federal government and Department of Defense makes him the ideal candidate to head up Aero-Graphics' Federal Business Department (FBD).

RELEVANT PROJECTS

(1) 2019 National Resources Inventory Aerial Imagery – USDA-FPAC for NRCS | Arizona, California, Colorado, Idaho, Kansas, Missouri, Nebraska, New Mexico, Oklahoma, Utah, and Wyoming (2) YEAR COMPLETED

(2) Scope and Size: In 2019 Aero-Graphics provided film acquisition and negative scanning for 16,675 single-photo sites throughout the above-mentioned states. The program included acquisition, film titling, scanning, QA and delivery of digital and film products to the NRCS. 2019 Fee: $1.7M. Role: Rodney acted as Deputy Program Manager and offered his extensive experience to assist in pricing development and the creation of a successful proposal for this project. He also tracked flights and provided detailed progress reports, ensuring the client was always up to date on Aero-Graphics' work.

(3) 2019 Orthoimagery Updates – San Bernardino County | San Bernardino County, California (2) YEAR COMPLETED

(4) Scope and Size: Each year Aero-Graphics provides digital acquisition for approximately 4,735 square miles of San Bernardino County. This project requires two mobilizations for winter and summer acquisition. Specifications include target placement and GPS surveying, 4-band digital acquisition at a 1’ ground sample distance, orthorectified imagery in GeoTIFF, ECW, and MrSID formats, and FGDC-compliant metadata for each ortho tile. Fee: $299,985 for current 3-year option period. Role: Rodney took the lead in proposal creation for this project. As Deputy Program Manager, he acted as client liaison and assisted in fee development, schedule adherence, and cost control ensuring the client received the highest quality product within budget and on time.

(5) Photogrammetric Mapping and Aerial Photography Contract – U.S. Army Corps of Engineers St. Louis District | Seattle, Washington (2) YEAR COMPLETED

(6) Scope and Size: Contract services for this project included aerial photography, land surveying, remote sensing, GIS, and topographic mapping. Task orders included Joint Base Lewis McChord (JBLM). Fee: $211,622. Role: He was the Deputy Program Manager for this Quantum Spatial contract providing task order management, budget oversight, and personnel oversight on all task orders.

(7) Photogrammetric Mapping and Aerial Photography Contract, U.S. Army Corps of Engineers Seattle District | Seattle, Washington (2) YEAR COMPLETED

(8) Scope and Size: Contract services for this project included aerial photography, topobathymetric LiDAR, land surveying, remote sensing, GIS, and topographic mapping. Notable task orders include Middle Green River Topobathymetric LiDAR. Fee: $37,655 Role: While at Quantum Spatial, Rodney was the Senior Program Manager for the APS (prime) contract, with QSI as sub. He was responsible for overseeing task order management, personnel oversight, schedule adherence, and cost control. Rodney ensured that the project was delivered on time and within budget.

Mr. Cope brings his extensive experience in the geospatial profession to Geospatial Strategic Consultants (GSC). In his last position with Teren Mr. Cope was responsible for the USDA NRCS Forestry projects, specifically Hermits Peak / Calf Canyon post fire mitigation, under the Program called Wildfire Ready, where we increased the Broad Purchase Agreement to $4M for GFY 2025-2029. Prior to joining Teren, Rodney held various key positions, including Senior Vice President of Federal Programs at GeoCue, Vice President at Aero-Graphics, National Remote Sensing Program Lead at Michael Baker International, and Senior Program Manager for Quantum Spatial Federal. With over 25 years of industry expertise, Rodney holds a Bachelor of Science degree in Geography and GIS from Sam Houston State University.

Mr. Moreno brings 15 years experience to his role in geospatial sensor operations, ground control, flight planning, and logistics in LATAM.

My involvement with Mr. Moreno began in 2010 in Colombia, S. A. through logistical support, but under our guidance, he quickly became engaged in professional meetings and technical operations. His involvement was instrumental. — from ground control work to serving as an onboard LiDAR operator technician. Mr. Moreno transitioned into a consulting role for Latin America, where he has continued to work as a LiDAR technician and sensor operator.

From 2010 to 2014, we collaborated on numerous projects involving the analysis and application of LiDAR technologies across multiple cities in Central and South America.

Beyond Mr. Moreno’s technical and business acumen, he demonstrates exceptional leadership in managing multicultural projects and cultivating strong relationships in the mining, oil, and industrial sectors.
